I don't mind there being a starvation mechanic.
But in its current form, it's way too OP.
There ought to be a threshold, beneath which pops will no longer suffer from starvation, as they would be growing food to feed themselves.
Slaves would starve first, followed by citizens, as they no longer have slaves to grow food for them.
Last to starve are freemen and tribesmen, as they are both capable of engaging in agriculture.
Freemen do more than just sit around waiting to be recruited into armies.
There can also be occupation stances.
The kindest stances inflict more attrition damage on your troops, but reduce the starvation malus.
The harshest stance can severely reduce population through foraging/pillaging, but will result in increased aggressive expansion penalties and diplomatic hits.
