I started as a Daimyo and just started the war for Japan is United. The problem is I can't take Kyoto because "You cannot select this province because you cannot make it a core." Why the hell not? I'm occupying the province (not an ally) and I'm winning the war?

Don't take Kyoto anyway, staying as a Daimyo is far more benefitial :)
Not very conducive towards getting the achievement

Why exactly is remaining a Daimyo better ? I take it that you mean Independent daimyo since otherwise you can't wage war ouside of Japan, but still. Only the bonuses to troops ? I mean as a shogun, I like having unlimited vassals that I don't bother integrating.

10% Morale and 10% Infantry power at empire-level government, while having no extra penalties. Only government form to give military bonuses of that scale, or the thing that makes japanese tags like Oda, Shimazu, Tokugawa, Uesugi, etc. to be equal, or even better than Prussia in stacking military bonuses.

Not better than Shogunate for hardcore blobbing runs, but sure is powerful if you want to yolo-stomp the world while badly outnumbered because of the ungodly military that you can get!

(Also obviously, not that good for getting the Unify-Japan achievement :D)

It would be quite nice if PDX could give Japan an exemption to this rule considering the special nature of the mechanics.
Yes. There are a few mechanics that Japan needs to be exempt from. For example, the Daimyo should not take a stability hit when declaring war on the Shōgun. It’s a bit silly. I was hoping for some changes like this in the Japan patch, And I still feel that that patch was named incorrectly

Can you snake your way to claiming Kyoto in the treaty, keep TWO provinces (Kyoto and one next to it), then deselect the rest of the snake? You can core 2 like this, but it has to be at least 2. As long as you can snake your way in there when drafting the peace deal...

In my mod I disabled the shogun from being able to annex daimyos which helps a bit IMO, but yeah, that would be good and I'm not sure how to mod that in.

Maybe try meddling with Coring Range? I know there's an ability in the Age of Revolutions which does so, so I assume it's possible in other scenarios (but I'm not a modder)
