Chronicles:TO->PRU->GER->HRE

Before I got Chronicles a few weeks ago I only had the first two expansions. I'm wondering if it is now possible to go from the Teutonic Order to Prussia to Germany to the Holy Roman Empire by using the Imperial Reforms. Or should I unite the HRE first and then form Germany? Has anyone done this?

If you want to do all three steps, you have to do GER before you do HRE; the HRE cannot form GER.

Thanks. As I thought about it, that seemed to be the right order. Now it's just a matter of making it happen.

Then I will switch countries and try to destroy the evil empire I have created.
