Current national_idea_switches_on_forming_country system is pretty messy, as
*it is not always clear if formation will leave old NIs or introduce more (I tried to compile that into such list but found there are more exceptions than rules here)
*there are often situation when you are forced to adopt new NIs while prefering to leave old ones (for example Venice->Italy)
*...or opposite, when your NIs DON'T change despite you wanting them to do that (Novgorod->Russia; Novogordian ideas are mediocre at best, crappy at worst, generally controversial)

I think there should be an option to choose 1 of 2 possible NI sets upon forming a new country. That's really simple:

an event firing instantly after country formation - or even merged with current country formation event, which doesn't offer any meaningful choices anyway ('nation is forme' - 'okay')

'blablabla national identity'
*We need to adopt new ways (choice tooltip shows which NI set - new one - will be set afterwards, and furthermore it lists its' bonuses)
*We need to stay close to our traditions (choice tooltip shows which NI set - the old one - will be set afterwards, and furthermore it lists its' bonuses)

AI would get NIs automatically as it does currently, while human player would have a choice. More complicated option would be to give this event also to AI and make it choose according to its' priorities.
