We I as the Holy Roman Emperor demand that an unlawful territory be returned to the empire I would like to be able to choose which of the available cores it actually goes to. I want to maximize the number of realms within the empire for IA, but it typically is giving the provinces to "alive" nations instead of the "dead" ones I want to revive.

Including releasing "new" nations with said provinces?

If so, add the issue of deciding on the govnerment type of released nations.
I would say thats a bit much tbh, i like the idea of choosing who gets unlawful territory but cant you just copy the gov type in the history file of said nation? or is it more accurate like that?

Currently, when you release someone in a treaty or as a vassal, they have the govnerment type that you have. Meaning a republican Genova would release a republican Byzantium from the Ottomans.
Maybe in the context of the H.R.E. having monarchies as standart makes sense since they loved expanding at the cost of clerical states, but still I find it weird that you do not have the choice, including for former Free Cities.

I mean in the History Files, not the default 'same type as nation released from'. Like if Ansbach annexes Rothenburg, and Ansbach returns it, it won't be a monarchy like Ansbach, it would be a Republic, as defined by Rothenburg's history file.
