Basicly, I think we need a way playing as a chinese faction to reclaim the three port cores from the Europeans without having to prosecute a total world war / WC agaisnt them.

What we need is a proper peace negotiation system like the one in EU. Not just scripted events like the ones for Japan surrendering. They are a nice band-aid, but we need something better. You can't script events for every conceivable peace agreement.

In EU, you can declare war for a single province and as long as you can weather the storm, you can claim that province at the end of the war. There is even the ticking war score system that means you can win the war without firing a shot or taking any other province, you just need to hold hold onto the province you want, and eventually the enemy will cave and let you keep it.

With China in HOI4, I don't have such options, so while I could walk in and take the whole lot, I would be at war with Britain for all time, or have to travel around the world to invade England.

There should be a focus that unlocks a decision to ask UK and Portugal for those lands back. Have them become colonies or puppets or something. AI should accept most of the time, if they don't UK/Portugal get a small stability or war support hit (their populaces are tired of imperialism) and CHI gets a reclaim core casus bellum

I was really confused by the Focus Tree in that the issues of these cities are required for the achievements but completely unmentioned in the Tree. The Anti-Imperialist/Imperialist Branches should have a Focus that allows you to either diplomatically request them or declare war for them. I just helped the Allies defeat the Nazis and the Soviets I'm not gonna conquer the entire planet for 3 bloody cities and they in their right minds wouldn't want to hand them back as opposed to fighting the Chinese Juggernaut.

This situation is an excellent example to show, what is wrong with the current war and peace system in HoI IV and how bad it is. Most games in HoI IV, especially for achievements which require to own provinces, will end in a WC, if you want to end the wars and that is... complete nonsense in most cases.

If I want to reunite China, I have to conquer the world. Not only one time, but three times for three achievements. If I want to restore a proper Austria-Hungary, I have to conquer half of the world. Same applies to the German Empire (especially when the Netherlands deny to lift the exile of Wilhelm II. and you don't accept this). The achievement "Crusader Kings II" can also end in a semi-WC. These achievements aren't interesting or fun, they're tedious and annoying with the current system. And now we also have the current combat together with this "SP WC meta".

I thought Cornflakes and Waking the Tiger will be a big step into the right direction... I was wrong. A few steps forward and a lot steps backwards and older problems are even more annoying in the current state of the game than before.

I think a lot of problems would be solved if were given the ability to wage war in more limited escale: A lot frontier conflicts and indepedence wars occured in the aftermath of WW2. To properly simulate this and the twilight of COlonial EMpires this smaller Wars should be waged between the Agressor and the Puppet only or only during a limited time span. Retaking cores and claims should work in way different from the Conquer Focus.

How realistic/possible would it be to treat a "Faction" war (e.g. Allies vs Comintern vs Axis) differently from a non-Faction war (e.g. Commonwealth countries declaring Independence wars, minors declaring wars of opportunity against colonial powers, etc)

As in you can only call in Faction members in a war against another faction, to help make more limited scale wars more plausible outside of the main world war.

One could then allow for separate options in those small scale conflicts where say for every 3 months that a territory you have claims on is occupied the odds of the other country agreeing to peace in exchange for giving up that land goes up by 10% (or something along those lines that works out balance-wise)
