The VIP mod adds some more historical Chinese parties. With more liberal ideology.

But another question, is your China already civilized?
I think there is some disadvantage to uncivilized capitalists....

Yes. It is civilized. But still all parties, even the reformers who I think are the closest thing I have to liberals going on their logo, are state capitalist or planned economy. Meaning I can't promote capitalists to build me railroads.

True. But China is sort of big. And having to build them myself...oi!!! Plus it would take quit a while to save up enough resources to do so. Plus I will miss out on the tax incomes capitalists would provide. Sooooo...can China have capi's in revolutions or not?

AFAIK not until later in the game.

Of course you can modify the Chinese party file to give your preferred party a Laissez Faire or Interventionist policy.

oh trust me that you're better off building them yourself. Its not that hard, just don't pause the game. That way your goods will automatically replenish in the time it takes to click :)
And as China you don't have anything better to do.

I used to be terrible of manually building railroads, but it will be more frustrating waiting for your capitalists to build it.
