I like to play Japan.I dont feel its ok when I annex China.Puppet is cool,but even better would be a Vichy/Bitter Peace event.

That would be cool to have a 3 options event after Japan took...lets say Beijing,Shanghai,Nanking,Kumming and Lanzhou.
You can ,puppet+provinces(ala Vichy),provinces(ala BitterPeace) or continue to fight.

Not sure if possible,maybe even reinstitute Tibet independance in the mix.

What you think?

I agree, although I think that it shouldn't be possible to annex China at all. IMHO, China had no stable government controlling enough Chinese territory for an annexation or Vichyesque peace to be plausible. But the instant partisans are implemented, it might be a good idea write a Vichyesque event.

Yes, Japan should always go for puppets rather than annexations. AFAIK they annexed nothing during WW2, every country they occupied was "puppeted", e.g. Phillipines, Burma, Indonesia, Inner Mongolia and the bits of China they occupied. I am not sure of what happened in Malaya though...

Or perhaps they kept it occupied (those territories)
