China manpower bug

Nationalist China has a manpower supply of 5000 or so in the '36 scenario. It is only 150 in the '39 scenario, plus its growth rate is only 1.0 or so.

There is absolutely no way China can hold off Japanese aggressors with that low a manpower.

Manpower growth' rate of China is lower than Polish in HOI. I think that's... not correct.

BTW, playing Communist China becomes a REAL challenge mostly because of this little issue.
