Venice this early should be awesome. I'm definitely in favor of having it played, and if I weren't already engrossed by the idea of a HYW I'd play it myself.
On the subject of hosting, we should be fine with 10 but don't get cocky. We often have problems with 5-10 mbit. The only time I've ever seen a lag-free game with large numbers (10-12) was Slarhost and Fred, who had 100 mbit uploads.
Oh, and I hate the removal of Straits.
EDIT: On the subject of leaders, Anton's generator is fairly straightforward. You just post the save, go to Generate Leaders, set the parameters, hit okay and download the appended save. Takes two minutes.

I already noticed that I forgot Venice's land slider and some starting cashes. I've corrected them though they are not in the save at the stats.
