Should it be possible, to edits army/navy for cash/land?
Let's take my Venice as an example. At fully navel and plutocracy and queality 10, my Warships cost only around 30, but my Cavalry would probably cost 40+.
Russia on the other hand at Aristocracy 10 and Land 10 can produce Calvalry at the cost of 25, while warships cost 50.
Should Russia be able to buy 100 warship in exchange of say Kaffa and Kerch? Or 4000 ducats for the matter?
