Well, I'm currently blaming NL for consistently breaking my two of my three monos only.
I may have more CoT's than Spain, but his still have a higher combined value than mine (1036 vs 1003). Portugal is far ahead of both of us with a combined value of 1504.
The actual number of CoTs is much more imporant than the combined value. You can usually trade in all CoTs you know, so the yearly merchant bonus and ease of monopolization of owned CoTs is much more worthwhile.
