As children cannot be Khagan (overlord), what happens when all other khans and khagan heir are children? Is it an exception to the rule and khagan child still inherits khaganate?
Children can still be Khagans, but only if there are no eligible adults. So yeah, the answer is that the child inherits the Khaganate. The same thing would also happen if it was a very small khaganate with no subordinate clans.
