A. Registration for election

In order to participate in an election, parties and alliances need to formally apply, through their leader or deputy leader, for registration; applications must be submitted during the nomination period determined by the CRO.

Applications must provide proof of the following:

(a) the party/alliance has a clear party/alliance programme;
(b) the party/alliance has a leader and deputy leader; and
(c) the party/alliance has at least three members.

By way of proof, party/alliance leaders (or deputy leaders) need to submit the following:

(a) links to the post in the party/alliance HQ containing the party/alliance programme;
(b) links to the post in the party/alliance HQ containing the names of party officers; and
(c) a list of current party/alliance members, complete with links to their posts in the citizen registry *and* their posts applying for party membership or another post in the party HQ stating explicitly that they are party members.


B. Candidate nominations

Parties and alliances, through their leader or deputy leader, should submit their candidate nominations during the nomination period determined by the CRO, preferably at the same time as they apply for registration. Individuals wishing to run as independent candidates for the Presidency must likewise declare their candidacy within said timeframe.

In order to be valid, nominations must be accompanied by proof that they meet the following conditions:

(a) all candidates must be citizens;
(b) candidates for the National Assembly must be members of the party or alliance that nominates them;
(c) candidates for the Presidency must be members of the party or alliance that nominates them (independent candidates need not belong to a party or alliance);
(d) party/alliance candidates for the Presidency must have accepted their nomination; and
(e) all candidates for the Vice-Presidency must have accepted their nomination.

In addition, candidates for the National Assembly must be listed in a clear rank order, and candidates running for the Presidency as individual candidates must not belong to any party (the same applies to their Vice-Presidential running mates).

Proof for (a) through (e) should be provided by way of links (see Section A.).


C. Withdrawing candidates and changing lists

Once a party/alliance has submitted its candidates, it may not withdraw them or change its Assembly list until after the end of the elections. It may, however, nominate a replacement if its presidential candidate drops out of the race within the nomination period determined by the CRO. Candidates themselves may withdraw their candidacy at any time.

Presidential replacements and changes to an Assembly list must meet the same conditions as outlined in section B., and must be accompanied by the same proof.


D. Confirming leader/deputy leader status

When posting in this thread for any of the purposes outlined in Sections A. through C., party/alliance leaders or deputy leaders must provide proof of their status by providing a link to the post in the party/alliance HQ containing the names of party officers.

Overall, 40 individuals cast votes in the presidential or parliamentary election, or in both. Two of those had to be disregarded (one was not registered in the citizen registry, one was banned). The 38 citizens who cast votes represent a 73.1% turnout.

Said members are free to re-apply for party membership at a later date.

The CRE leadership should notify this office once the CRE has met this requirement. If this office does not receive such notification by Tuesday, June 17, 11:59 pm (= 23:59 h) GMT, the CRE will be dissolved.

In response to recent submissions, the CRO-office is issuing a general notice:

  • Nominations by an alliance must be officially approved by all parties involved in order to be valid.
  • If a party or alliance has already submitted a list of nominations, it cannot submit a second list unless (a) the earlier list is withdrawn first or (b) the second list is an explicit revision of the first.
  • Alliance nominations should indicate the party membership of each nominated individual.
  • In order to be valid, nominations have to be submitted by a party's leader or deputy leader.
  • The VP is not an elected position, and the CRO office does therefore not accept nominations for that position.

Mr. Montalbán, I was the author of this amendment, and I don't think I need to be told what it says! Mr. Montalbán, you...you...I apologize for my outburst. Hrrmgh...

In any event, Mr. Morgan, I would highly suggest adding a Vice-Presidential Candidate to your ticket to avoid a messy battle in the National Assembly to approve the choice you will eventually have to make in the event you are elected.

Mr. Talbott, there is no need to get riled up. I was simply pointing out the facts of the law.

Legally, it is up to Mr. Morgan to decide whether he wishes to nominate a Vice-Presidential candidate. Whether or not it would be wise for him to do so is an entirely different matter, and one that the CRO is not competent to comment on; nor should it be discussed in the CRO office.

III. Comments and Recommendations

It is recommended that voters ensure they follow the voting guidelines laid out by the CRO-office at the time polls open in order to prevent the invalidation of their ballot.

There were a large number of invalid ballots cast for the Presidency. Were these even spread between the three canidates' supporters? Or was one (or two) camps more dramaticlly affected?

Specifically, how many votes for IKK were invalid? How many for Morgan? And how many for Talbott?

Also, will the high number of spoiled ballots lead the CRO to consider simplifying the ballot for the next election?

It is difficult to give you precise estimates [OOC: not really, but hej :D], but based on currently available numbers, the only candidate dramatically affected was Mr. IKK. Assuming that all ballots had been valid, the most likely (if improbable) outcome would have been a tie between Mr. IKK and Mr. Talbott.

The problem was that a number of voters did not list all candidates on their ballot.

Announcement

The CRO-office has set up an independent commission chaired by Prof. Simon Signoret, University of Nouvelle Aquitaine, to determine whether there were any irregularities during the last election. In order to ensure the integrity of the commission's inquiries, Mr. Montalbán has decided to step down from the post of CRO effective immediately. Mr. Montalbán will be succeeded in office by Ms. Yvette Montand, the current PRO of Nouvelle Anjou.
