Most of the people that made up Chiang's armies? He had temporarily united them to fight the japanese, but the fact that he lost so many men to the communists ought to show that their loyalty was not.... Particularly strong.

Li Zongren and Bai Chongxi were hardly loyal to anyone except themselves.Then there's Long Yun in Yunnan.

It largely depends on how you define "rival" though, but Chiang could not redeploy and change the commands of his armies without political considerations.
