It seems to me that the checksum isn't very useful for preventing determined cheating. It's more there to prevent accidental problems around the code. Nobody's going to try to brute-force something past checksum, because it's easier to just change the result so you don't have to.

It also stops people from (trying to) play with different versions, different mods or otherwise different installations.

Yeah, that's about what I meant, accidental problems like that are what it primarily prevents. It might stop some casual cheating too. But no matter how good it is, it's not going to stop anyone who's determined to cheat.

takedown47: A checksum is (in Paradox games) a number derived from "shortening" the game files. It's supposed to be unique for each set of game files, so that if even one character is changed you will get a different checksum. This checksum is then used to compare users versions for multiplayer, so that you will play against only people with the same checksum (and therefore the same mods) as you.
