My suggestion is small and simple. Please add the check for the „Sanction commercial monopoly” action in Papacy interface, which would disable this action if country already has 100% mercantilism. The similar checks already exists for option raising prestige and stability. I know that having mercantile at 100% is not very common, but still it may be useful, and spare the player trying to raise it to 101%.
