It's an alternative spelling. Habsburg tends to dominate but both are acceptable. The dynasty's name has been inconsistently spelt since the early modern era. Generally speaking Hapsburg dominates in the US and Habsburg in Europe but that's a very loose generalisation.

Did they ever fix this? I have 0 intentions of doing this (don't even know how to bring up the console anyway) but it's going to be quite disappointing if all the hard achievements that I want to work on suddenly change from .1%, .2% etc to 10%, 15%, 50%

they fixed today with the last hotfix, don't work anymore

There have been plenty of bugs before and anyone who cares can still utterly break the game. If the achievements are not at those levels now anything less than a bug that gives you all achievements upon loading a save or a new game is not going to do it.

Not to mention steam achievements are easy as hell to fake. Anyone who wants to cheat them has already done so.

Lets have another look at that wiki article:

German pronunciation: [ˈhaːps.bʊʁk])

Hapsburg is closer to the German pronunciation, which is probably why some people write it that way.
