So, I like playing Victoria 2 with cheats on (I have more fun that way) and I've found that even with the console commands I've found, I can't really get my pops to move to my colonies and conquered states any faster than they currently do such that I would be able to state them and start building industry there. Do you know of a way that I could easily do this?

You could try event 14680, but that makes the native population explode as well as increasing assimilation, but if you're in Africa, Europe, or Asia, it doesn't really work since your pops can't really assimilate with other on a massive scale. Other than that, having a very large base of accepted pops at home makes it easy to make colonies out of states via flooding. It's even possible to create states out of your Chinese colonies as Japan in some cases. Or you could even mod an event that never fires in the game naturally. My favorite is event 2100, but instead of the value being .95, I change it to .05.

Yes, editing your save file and changing the pops in the colony the way you want.
Supercheating, fast and efficient.

Look up number of the province in history/titles
Search file for "provincenumber="
Change an existing pop type if necessary, its size, culture, religion etc.
