If you live in UK then Amazon are doing the most basic version on hard copy (disc) it for £27.83. You'll have to wait till at least 16th of August though and it prob has no DLC.

2, my understanding is on GMG its 40$ for everyone? (not like steam, GG, where you paying 'euro' tax)
anyway you get 7$ back or 10$ gmg credit, making its 'effective' cost around 30$ , which is what? 23 euros? big saving in compare with steam if you ask me...
Regardless of what your understanding is, GMG lists the game as 40€. So yes, there is "euro-tax" as you put it.
G2Play has pretty good prices.
Greenmangaming, unlike steam allowed me to pay in dollars (I'm from a non-EU european country).
Steam price was 40.5 euros (10% discount) and GMG price was 45 dollars (33.8 euros). I chose the 8 dollars cashback which makes the total price 37 dollars (27.8 euros)
But i still didn't receive CKII :/
