Late Feudal Administration and Imperial Administration are requirements. But I can't find anything in technology that will allow me to unlock these. I have legalism at level 5 which supposedly unlocks "Centralized", but I don't see any generic "centralized" option anywhere. I am super confused and really want to get primogeniture as soon as possible.

I did read the wiki but it didn't answer the questions I have above.

It's rather well hidden, but Late Feudal Admin and Imperial Admin are laws. Scroll down in the law screen and you'll see them both.

Damn it. It never looked like there was anything else on that tab and I could have gone to late feudal a hundred years ago. This game's interface makes the game so difficult for people who aren't pros.

I find that's part of the charm, figuring out how things work. But I can also understand why someone might consider it a bad thing.
