Ok, so playing the game and looking through the docs, I am still not clear what character stats do.

Military:
If the character is leading an army it affects the die roll by the difference between his and his opponent's military score.

I think I saw somewhere that for border governors, it has some effect on barbarian uprisings. True? And if so how?

Does your leader's score matter if he is not leading an army?

Charisma:
I think the charisma score effects the success of your envoys when you send them on a diplo/intrigue mission.

For governors, I think charisma determines the chance of colonies to convert to your culture and barbarians to assimilate. But that there is a check at 4 and 7 so 0-3, 4-6, and 7+ are all functionally the same. True?

For you leader charisma has a couple of effects - reducing badboy, raising relations. Anything else?

For your religious adviser it determines the chance of a province converting to your religion. Does it work the same way as culture, so that 4+ and 7+ are the only scores that matter?

Finesse:
Supposedly has some significant effect on governors, but I can't figure out what.

For your leader, any effect outside of his role as a governor of your capital?

For your advisers it clearly directly effects your research.

Yeah I wonder a bit myself about how exactly finesse and/or charisma affect governors, but I can answer some questions:

1)Ruler and administration positions (censors in republic, ministers in monarchy): Go to the government screen and hold your mouse over a title (such as King or Censor) and it will show you exactly what each stat does for that position. Also keep in mind that these positions can also be generals so martial can be important

2)Techs:
All - Finesse gives bonuses to research, in republics charisma gives senate influence
Land - I think bonus to morale of armies per martial
Naval - I think bonus to morale of navies per martial
Construction - Charisma gives bonus to construction time and cost of buildings
Civic - Charisma gives bonus to civ spread I think
Religious - Charisma gives bonus to omen success chance and I believe has influence over converting province religion

3)Generals: In battle, general with higher martial gets a bonus to the dice roll, i.e., if your general has 9 martial and enemy has 6 martial and you roll a 2, you get 2+3=5. Charisma for generals increases chance of a battle event (like wedge). Also increases chance of troops becoming loyal to the general. (0 charisma general cannot get loyal troops)

4)Governors: Again, I'm just as clueless here, but I think finesse and/or charisma affect the time it takes for a province to become your culture and maybe religion. Also factors into barbarian absorption event for colonies.
Martial I think only matters if you tie an army to the governor's region (because he becomes it's general)

5)Diplomacy/Intrigue: Charisma affects Diplomacy, Finesse affects Intrigue

Also I notice you have only regular Rome registered. If you don't already have it, I think everyone here would strongly recommend adding Vae Victis expansion and getting latest patches for a much better experience.

Note that you can usually see all of this in the game - for example go to the technology page and hover over any of the 5 icons to the right of the progress bar and it will show the effect of Charisma and Martial (where appropriate), or hover over the bar to see how Finesse affects research points. For Censor or Consul you can hover over the title of the job on the government page, i.e. where it says Censors or Consul above the faces of who you currently have assigned. On the same screen you also can see the affect of Charisma for many of the roles on the makeup of the senator by hovering over the numbers given for each faction at the bottom left.

Martial directly affects combat of course, unless the Martial skill of the commanders in charge is equal you will get a bonus of up to +4 on one side of the fight based on the difference (absent other bonuses/penalties that is a at least a 9:1 advantage in combat I seem to remember).

The other affects are through events - lots of events require a minimum of one or more stats, or are more/less likely with higher stats, some of which have been mentioned, but there are hundreds of events so any list of all the affects would be very long.
