Currently, you can get +1 yearly prestige and +1 missionary for:
Owning Rome as a non-Catholic
Owning Jerusalem as either a Muslim or a Christian
Owning Mecca as a Christian
Owning Mecca and Medina as a Muslim
The issue I have with this is that it's much easier for Muslims to hold Mecca and Medina as well as Jerusalem than for Christians. Besides the fact that Muslims also get an extra possibility for prestige and a missionary, it's also often the case that whoever controls Jerusalem controls Arabia as well. This brings problems because prestige gives a bunch of stats, including morale. In multiplayer this is a nuisance. I've personally already lost three big wars in different multiplayer campaigns purely on the prestige disparity, because someone who forms Arabia and holds these two triggered modifiers can't really go below 60 prestige without events or whatever.
What I propose is that holding Mecca and Medina as a Muslim gives Diplomatic Reputation and Legitimacy instead. This way, the person who plays in the Arabian region doesn't have a huge advantage over other players, like is currently the case. It makes sense gameplay wise for Christians to still be able to get prestige from Mecca because it's about as likely they get it as it is for Muslims to get Rome.
