So i personally don't like the cooldown and i'd like to change it for my personal play, but i can't figure out what files it is in to change it. would someone please tell me?

There may be an easier way, but I believe you have to change it separately for each holy‑war–type CB. If you search in <HIP>/common/cb_types for all files containing “holy_war_cooldown,” you’ll see in each of several files there’s a line for checking the holy_war_cooldown and a couple lines for setting it to a duration of 1825 days.

FYI, I'll be adding a customization decision that disables all non-vanilla (so, almost all) cooldowns to EMF. It won't be the default, because I'm still concerned about blobbiness and players finding it too easy to achieve their ambitions in certain cases, but I don't think removing cooldowns will have too significant of an impact upon game balance (levies only reinforce so fast, war is costly, etc.), so I'd like to make this an option for players.

Ideally, nobody should ever feel compelled to edit the CB code (any code-- but especially not the CB code) to get what they want out of EMF.

I do not mind the cooldown times, but do think that some of them are excessive, including holy war. For Christian powers with their generally crap CBs, holy war is a godsend in the early game, before the marriage politicking yields claims.

At this point with levy and retinue reinforcement plausibly slowed-down (plus holy wars costing piety like every other such war now properly), I personally don't believe there is much need for these arbitrary cooldowns anymore. They do help pace the player, which is nice, although the annoyance of their arbitrary manner can often eclipse gains from that.

That's why there's a new scenario customization decision in the EMF 3.03 beta called No CB Cooldowns (as of yesterday) that lets you disable all types of such conquest cooldowns for all rulers and just let the rest of EMF's more natural mechanics do their work and the chips fall where they may.

In addition to the CB files affected in the list IoannesBarbarus posted earlier in this thread, it also disables the merchant republic CB cooldowns and makes tribal invasion for non-horde cultures (e.g., Pechenegs) as well as Pagan Subjugation work like vanilla in this respect. [ I say "like vanilla," because obviously our implementations of the CBs are still a step ahead of vanilla, but I mean in the cooldown respect. ]
