Changing government types?

It depends on your reforms. Monarchies without voting will be absolute, monarchies with voting but only Gerrymandering or worse in Political Parties are Prussian Constutionalism. Monarchies with voting and Non-Secret Ballots or better will be HM's Government.
For Dictatorships, passing voting laws will make you a democracy. To go from Democracy to Dicttaorship you either must have rebels enforce their demands or when Reactionaries/Anarcho-Libs/Communists/fascist are in power they will turn your country into a dictatorship by event. To become a Moanrchy as a Democracy, Reactionary Rebels must break you twice in a row. To become a Democracy as a Monarchy, Jacobin Rebels are the way to go.
