How does one add new systems of government, and how do they work? I didn't think that Authoritarian Democracy was in the original game.

Kaiserreich did not change the government types at all but changed the names displayed in the text.csv file. It is the same as Paternal Autocrat in vanilla. The government types have to remain the same or you'll have major problems.

You can't create more than 10 government types - they are limited by amount of tags. But you can totally reconfigure matrix and change names. For example, in FoDD we use the following political matrix:
