I mean, you could have a de facto elitist semi-democratic "republic" or a monarchy with universal suffrage (like Germany), without those changes affecting your exec. designation.

Universal suffrage means that everyone gets to vote. Thus it is a democarcy.

Well it can be a constitutional monarchy also... Or communism.

Many forms of goverment can have universal sufrage.

Even if it's technically a democracy, Vicky still handles executive designation separately from party activity - British government will be "HM Government" until 1920, if nothing weird happens.
And no, universal male suffrage does not imply a democracy. For example if it's universal male suffrage in a one party state...or in a de facto absolute monarchy (although then it actually has some consequences, as in Germany).

Nope. It just means that the people all have a chance to vote for a Parliament/Congress/Assembly/President etc.

True Democracy relies on said Body/Office having actually power, primarily law-making power and executive functions; this was not the case in Germany, where the Reichstag was limited by the powers of The Kaiser. (And later, extremely limited by the powers of the Army High Command.)
