Changing Government Types affects Local Autonomy in patch 1.8?

I am currently playing as the "Jianzhou" nation.
I would like to know whether the local autonomy of my provinces would be affected if I were to implement the decision to "reform government" or "uniting Jurchen tribes"?

If I were to change government types without going through any decision, would it affects the local autonomy of my provinces as well?

If you mean the 25% minimum LA that hordes have, that's tied to government type and will go away as soon as you get a decent government type.

Government affects LA in two different ways.

First, two governments have LA floors - Steppe Hordes and the Celestial Empire (25% and 50% respectively).

Second, more advanced governments (all republics, most special governments, and monarchies starting with administrative) give faster LA reduction over time.
