I'm quite sure they do, you can create a new template and build new divisions with different equipment from it but I believe if you change your initial template which all of your divisions were built from it will start to upgrade those divisions (Or downgrade I suppose if you remove a regiment) if you have equipment/manpower available + the upgrade selection is tuned to the far right button I believe. Though I'm not really sure what the three different buttons do next to the upgrade option but I would guess the far left is turn off upgrades and far right is full speed ahead.

I think that a choice between where the upgrades go - all upgrades held back to be given to new units, upgrades shared equally between units in the field and in production, or new production only to units in the field.

That's just a guess tho.

Could very well be it as well, hopefully they'll share a bit more about it in next weeks WWW

If you have a division template with "Elite" or higher status and have set "Upgrades" to a higher priority than "Reinforcement" on the Army Planner screen then that Elite Division should get the newer equipment when it is produced. The older equipment should go back into the pool to be stored or used for reinforcement, etc.
