What file controls the stacking limit of air units?

Can a stacking limit be placed on naval and ground units?

I know already how to change the number of units that a leader can control.

As for naval and ground units, no, there is no stacking limit, but the overstacking penalties, as well as over-command limits, make for reasonably stacked forces. The stacked naval units can also be modded by altering the db\misc.txt:

# Combat Modifier: Total Naval Overstacking Mod for each non-transport division above two.
-0.025 (-0.01 is the default value)

Am I correct that another file utilizes the data found in misc.txt? It seems that the data entered must be in exact order for it is stated so at the top of the file. There must be some other file that controls what is listed in misc.txt and the exact order. Correct?
