Currently every seat of parliament opposes all debates by default, and supports them when it is either bribed or via event.
In other words parliament is very, very corrupt.
So i came up with this idea: Make it so that random value of seats support the debate, but affected by legimitacy/republican tradition.
Formula could look something like this with random value between 0-100 being the number of seats backing at beginning:
Random value between 0-100 *( Legimitacy / 100 ) /100 * Number of seats = seats supporting
So with low legimitacy or RP you have to bribe the parliament to get issues trough.
So if legimitacy is 90 and random value 50 and there being 10 seats:
50*(90/100) /100 * 10 = 4.5 which is 5 if rounded up.
