Hello,
Byzantine mission tree right now seems very weak, compared to Austrian or Ethiopian. My proposition is to buff it and give more permanent global modifiers to Byzantium.


Government reforms

Tier-1 reform
(special government): Byzantine Empire/Byzantine autocracy (reform icon="queen" or make a new nice one only for this purpose please):
+50% chance for a new heir
+1 diplomatic reputation
+5 maximum absolutism
+2 mil stats for each heir (Byzantine Emperors led their armies to war or to crush rebellions all the time afterall)
+100 governing capacity


Exarchates
Add a special mission/event (as an option!) of creating Exarchate of Carthage (Carthage tag) and Exarchate of Ravenna (Ravenna tag), as super loyal vassals of the Empire, in Africa and Italy accordingly. Similar mechanics to Mughals and their super loyal vassal Deccan (question of control of the southern India mission). Maybe add a special goverment reform for them ("Exarchate") which makes them loyal? For Carthage, please add tunisian and berber as accepted culture for them so they dont start converting whole Africa to greek like crazy. ;)


Produced goods
In late XVII/XVIII century - if Trebizond/Byzantium holds Bolu/Boukellarion province -> discovery of coal in said province. (main source of hard coal for Ottoman Empire)


If Trebizond/Byzantium recaptures Thessaloniki - change goods produced in province to gold. (main source of gold and minting in Byzantium/Ottoman Empire)


Cultures in Anatolia
Please restore greek orthodox culture to anatolian coastline. I don't think it was that much turkified in middle of XVth century... Or add a mission/event that allows this when they are reconquered by Byzantium/Trebizond ("Christians comes out of hiding"). I doubt this will hurt turkish beyliks as all of them give rights to dhimmi (so no unrest and religious disunity in provinces due to other religion). It does not mean that Byzantium should have cores on these provinces (well, they should but I understand that balance-wise it would be too much).


Please add "Cappadocian" to byzantine culture group. They were much present at that time. Give them one province, Kayseri for instance...
Or, again, make it happen through an event or mission.


Please add a "hidden" culture to the byzantine culture group named "Anatolian". It would represent a mixture of local, turkish and greek inhabitants of Anatolia outside of the coastal areas, after Byzantium reconquers Anatolia and converts it to Orthodox religion. I always find it weird and urealistic to convert all anatolian provinces to greek... :(
This could be done via mission or event - all turkish provinces that are orthodox would swap to "anatolian" (which would be in byzantine culture group).


Please add a Cilician core to Adana province - it's not really that long in 1444 since this kingdom has fallen (this would involve to change the culture in province to armenian and coptic.



Modifiers

Some of the below are modifiers that right now last 10-20 years only. Please make them permanent. I buffed them a bit.
Others are new, as "Theodosian Walls".


Local modifiers in Constantinople
Contantinople local modifier (they can get it via mission) - "Restored Walls of Constantinople/Theodosian Walls": local defensiveness +50%, ship power needed to blockade +100%, local garrison +25%.

Resurgent Byzantium
+1 diplomat
+1 diplomatic reputation
+1 diplomatic relation slot
+1 yearly legitimacy
-10% liberty desire in subjects
+1 yearly absolutism
-5% aggresive expansion

Theme of Sicily
Morale in Navies+10%
Naval forcelimit modifier+15%
Naval maintenance modifier-5%
galley combat ability+10%
Yearly naval tradition+1

Venice chastened
+10 land morale
+5% recovery of land morale

Liberation of Balkans
+10% Manpower recovery speed

The Theme System
+25% National manpower modifier
+0.5 Yearly army tradition
-5% land maintanence modifier
+5% discipline
+5% administrative efficiency


Trade/Economical mission branch
There could also be an economical/trade/province development missions for Byzantium. Right now it's really boring - conquer A, get claim on B. Conquer B, get claim on C... etc.

Plus, I think that if Byzantium is able to reconquer Greece, the stats of Emperor John and Konstantine should be buffed (+2 to all stats - as 1st mission reward). It's of course hard to judge this, but from what I've read they were quite capable, it's just the circumstances that brought their all efforts to naught. IRL it was too late to change the fate of Constantinople. However, if the Phoenix would actually rise.. who knows what could have happen. Their stats like "2 2 2" and "2 2 3" are unfair in my opinion and dont give them justice.

I never really liked the "Venice Chastened" stuff myself. If I want to re-form Byzantium as Venice, why should I have a mission to burn down one of my best provinces? Let alone get a permanent benefit for humiliating myself.
