First of all, the culture problem arising if the player character is holding the "Empire of Italia" title: CK3 seems to be using the old CK2 parameters for enabling the decision. It expressly requires "Italian" culture, but in the game the Italian culture has been split into Italian proper, "Cisalpine" (Northern Italian, wrong name tough, as Cisalpine means a Celtic culture, not a Latin one), Lombard (Southern Italian Lombard duchies one), Sicilian and Sardinian. But only the Italian proper (central Italian) can actually restore the Roman Empire. In my opinion all Italian cultures should be enabled to restore it.
Taking the case of Venice, for example: is actually unplayable, but since it was playable in CK2, I'm sure it will be again in the future: it was actually one of the few places to staying in the true Roman Empire after the fall of the west and to become independent after, but at the moment, in game Venice is not, being "Cisalpine" culturally, capable of reclaim the old empire without a "culture switch".
Second one, the religion requirement: only as Christian or as Hellenic is now possible to restore the Roman Empire. That's should be expanded to include, beside Hellenism, also Islam, Judaism and the Dualistic faiths. I understand that in the medieval period of the Roman history the Roman Empire developed a strong Orthodox Christian identity, but as the decision is open to speculative history paths, like the reborn Hellenic faith, or literally any Christian faith, even if a player-made ones with extremely heterodox beliefs (from historical Adamism to not so historical "Christian" cannibals), it should also include those religions that historically, given the right set of circumstances, could have being practiced by some would be Roman restorer.
