Poland can no longer join the HRE at all. Not sure why, it says "Too Large" with only one pronvince left. Also the treshhold for foreign cultures to join seems to be at 15 basetax now?

Did they screw up who you could rival? I know about the tech group differential, but Scotland should be allowed to rival England on game start, but isn't allowed to currently.
If England Rivals SCO, SCO should be able to return rival.

Tell that to the Crimean Tatars. Why do you think the problems concerning Russian-speakers (as opposed to Tatars) in Ukraine are happening right now? If anything, the wording shouldn't be "convert culture", but rather "deport and repopulate", since that's really what it represents.
During this timeframe Russia didn't really do that. The most they did in this time frame was give the fertile farmland in western Ukraine to the Cossacks (Eastern Ukraine didn't become populated until the late 1800s and early 1900s, and only due to industrialization, which is why so many Russians are there, as they were Russian criminals sent there to work in mining and stuff) in return to act as mercenaries.
Actual attempts to convert Tartars didn't really happen until the Soviet era.
Though, during the mid-late stages of the game I believe is when Russia began the system of deporting a lot of criminals to Siberia to populate it. But it was never as strong as what the Soviets did (as the Soviets didn't just deport criminals).
I think this conversation is misleading. The key question is whether the new bonus is useful for Russia or not. Given the expansion possibilities and the necessity of dealing with multiple cultures, of which only the Tartars can be realistically made accepted, the bonus is great. The gameplay demands is what matters here most.
On the other hand, we've got lots of tribes here in Russia, who got their written language invented only after they joined the Empire - if that isn't Russian cultural influence, then I don't know what it is.

I leave open the possibility that I'm just blind and missing it (wouldn't be the first time), but I'm not seeing the heir. Another possibility here, I hovered the Coat of Arms for a province in 1.6.2 and it did have stats show up, so that one definitely did exist. Maybe the wrong image quoted?
