It's silly that some religions with only a single holy order have very tough requirements (own Jerusalem and Baghdad as Nestorian), while Catholic orders just pop into existence as soon as the Crusades start (well, depending on how they start).
I suggest that the Knights of Calatrava and the Knights of Santiago are not created automatically, instead with these decisions:
-Is Catholic
-Is ruler of an Iberian kingdom or empire (Galicia, Leon, Castille, Navarra, Aragon, Andalusia, Portugal or Hispania)
-Controls required county (Santiago or Calatrava)
-Crusades have started
-Has enough piety and prestige
This should spawn the holy order as vassals of the kingdom that created it. Knights of Santiago are, ofc, easier to create, so they should have less troops than the Knights of Calatrava.
