No it won't. Vaximillian is wrong. [Unless it was changed late in the beta and I didn't notice, which is possible. I'll accept any observed counterexample as proof that my memory is wrong on this one]
On the assumption that my memory isn't wrong, the national value for a nation is fixed. It is supposed to represent the national character of a people (and feel free to argue about whether that is appropriate in another thread or in the history forums

) and does not change merely because of changes of government. The Russian people don't stop its focus on order and become a liberty loving or devoted to equality just because there's a revolution bringing another ideology to power, the national mindset and character remains.
And it's a bit odd that the NVs influence so few things (I have just noticed some Discoveries being dependent from it) and also the mobilisation thing (that I have also never used as Russia yet)
That is because they
are things that are utterly beyond the players control.
They have three influences, which are, in order of importance:
- Mobilisation and impact on the economy - which is huge in the early game but the relative importance declines with better tech
- Random events - some national values' nations are more susceptible to certain types of events than others
- Commerce and culture inventions - some national values' nations will discover some inventions faster than others
