I am playing as Russia and want to get rid of of my NV "Order", because it strenghens the conservative/reactionary block of my Upper House.

So my question is, is there a possibility to change the National Value manually or by events I could help to trigger ?

No. The national value of a nation is fixed.

And well, I was looking in the files and found out that there's just 3 diffrent NVs. (Order, Liberty, Equality)
I guess my NV will change to Equality when Communists take power in my Russia.

And it's a bit odd that the NVs influence so few things (I have just noticed some Discoveries being dependent from it) and also the mobilisation thing (that I have also never used as Russia yet)

It would be a real cool way to personalize the countries and make them a unique experience by that NVs.

I hope for Mods and Expansions :)

No it won't. Vaximillian is wrong. [Unless it was changed late in the beta and I didn't notice, which is possible. I'll accept any observed counterexample as proof that my memory is wrong on this one]

On the assumption that my memory isn't wrong, the national value for a nation is fixed. It is supposed to represent the national character of a people (and feel free to argue about whether that is appropriate in another thread or in the history forums :D) and does not change merely because of changes of government. The Russian people don't stop its focus on order and become a liberty loving or devoted to equality just because there's a revolution bringing another ideology to power, the national mindset and character remains.

That is because they are things that are utterly beyond the players control.

They have three influences, which are, in order of importance:
  1. Mobilisation and impact on the economy - which is huge in the early game but the relative importance declines with better tech
  2. Random events - some national values' nations are more susceptible to certain types of events than others
  3. Commerce and culture inventions - some national values' nations will discover some inventions faster than others
