I'm not saying I dislike it, but the fact that a industrial district always provide a metallurgist and an artisan job is kind of... annoying, I mean, sometimes I just don't need so much alloy or consumer goods. In Stellaris 3.0 building slot become kind of important, so using it to build additional factories doesn't sound like an attractive solution, either.
So I suggest removing alloy foundries and civilian industries totally and replace them with just factory. Factories could produce productive capacity, and productive capacity turns into alloys and consumer goods at a certain ratio which could be adjusted by players. Then we could balance our need more easily.
