There are 6 republics with Latin group culture present in 1444, almost half of the total number of Italian states. However if any of them form the Italian nation via the decision they decide to install a 0 legitimacy king for reasons I am unable to understand. The only other formable nation that forces a government type change is Croatia, which indicates the goal is to prevent merchant republic Italy and Croatia. This can be avoided by changing the government type to another variety of republic instead of forcing a nation to adopt hereditary monarchy with no clear reason to do so.

I agree, forcing monarchy everywhere is a little unreasonable.

Any italy that formed during that period would be very internally devided,as such maybe it would be best to not force any specific government like with other national formations.

The croatian monarchy is also strange since croatia during that period was at best a semi-autonomous noble republic with any potential kings apart from foreigners long dead and i dont see ragusa turning into a monarchy no matter how much land it swallowed(then again it swallowing any land would be a big leap in mentality).

ye i agree on that,i love my venetian merchant republic and i don't want to give it up just because i form italy.

and it is after all totally unreasonable, yes italy was a kingdom, but only because it was a kingdom which formed it(sardinia piedmont),there is no reason at all that people who have lived in a republic style government to suddenly change to a kingdom, just because of forming a new nation.

forming a nation should just keep the government type that you have and only increase government rank

I strongly disagree, because it simply doesn't make sense, you're forming the Kingdom of Italy which is tied the title King of Italy, republics wouldn't simply care about that, clearly PDS agrees because republican AI has been scripted not to take the decision.

But we can form Russia as Novgorod or Germany as Hansa,so why should Italy be special?

Italy had many reasons to become a republic, many of the original advocates of united italy actually supported a republican style federation, only reason Sardinia-Piedmont managed to pull off a monarchy was because everyone else on the peninsula was so weak by that point and even then the whole country was fairly disfunctional, even today there are large differences between different regions.

Move the formation of Italy back a few centuries and republics quickly become the only viable option besides some Italian Napoleon showing up.
