So, I have created the vast empire of Oceania, where 2 + 2 = 5. Ireland , Scotland, Wales and England are dejure part of it. I used to own all kingdoms, but i was forced to give Ireland in order to avoid revolts. After some revolts by the vassals of Ireland, they changed the council authority to max and the succession law to Elective. Now, since both the authority and the succession type are what they are, I cannot change the succession to primogeniture, but since The kingdom is not my primary title, I cannot change it's council laws. (I can only change the empire laws). So, what do I do? How do I change from a full council authority - elective succession, to primogeniture?

You can only have one council per ruler and you personally hold Ireland, so your council laws for Ireland are the same ones you've applied to your Empire of Oceania. The tooltip shown in your second-to-last image is the key: You'll have to de-power your council so that the "Has the Law 'Full Council Authority'" condition is no longer true.

Do I have to de-power it completely? Shouldn't it be just the law? The law is false in the empire but true in the kingdom?!

Okay, post a bug report with your pictures. This looks like another case of Conclave doing stupid shit due to lack of beta testing, just like the catch-22 with nomads. Meantime you can try a couple workarounds.
  • Grant the kingdom as a viceroyalty. This will override Ireland's succession laws.
  • Grant the kingdom then develop any ol' excuse to revoke it and see if that fixes the problem. (If you tried this already then NVM.)
