Surprised it is not Steppe Heritage.

It should be, since Tanais was in Bosporan hands by 304 BCE. If they want to fix this without reworking the entire setup of the region - just switch the capital to Neapolis Taurike. and give Tanais and the coast up to it to the Bosporan Kingdom.

I made a quick map at some point, the important bit is the area within the white border - thats the approximate size of the kingdom at this time, making Neapolis Taurike a perfect capital for Scythia which would give it Steppe Heritage.

Sarmatia could use some love too, especially since they were particularly well known for their women being involved in warfare they could have the "gender equality" flag on game start. And a non-generic heritage, possibly based on their famous use of heavy cavalry?

If Scythia was going to have a non-generic heritage it could refer in some respect to the 2nd Scythian Kingdom which existed until 339 BC where it broke up after a major defeat to Phillip II. If we were going to get really spoiled, they could have a unique mission to reclaim the territorial expanse of said kingdom (basically their current territory ingame, plus the rest of the Crimea and the entire Black Sea north / west coastal region down to about the border with Thrace)

Related to this, the propontic city states should get their heritage back.
It's still in the game files, but because it remained bithynian (tied to the bithynian culture in 2.0, which makes no sense) it became unused.

Can you go into a bit more detail in regards to this map? It seems that you're suggesting reworking the provinces as well as the setup. What tag is the brown piece in western Crimea?

ETA: figured you mean cultures and a new tag.
