Change requirements to form Florida

As it is right now, the AI will prioritize forming Florida over United States. In this game, the entirety of Florida used to be the Thirteen Colonies, subject of GB. After breaking free, rather than form the US, they formed Florida. A simple solution would be to add a requirement for the capital to be either in area "Florida" or "East Florida".

This a problem that I think the developers forgot about, tags like Vermont and Florida are great to see in the game, but they should seek to form America, America should be that large continent tag, while the smaller tags should be regional ones. Ideally, America should be formable for these new tags. Also I didn't know that Florida didn't get ideas, that's a shame considering how strong Vermont is, especially compared to American ones...
