I was thinking how could we simulate the fact that at war, military is booming and innovation in this sector is increasing, and at the same time the rest is a bit left behind and ignored. A simple tech/idea discount would be unelegant, and would only represent the innovation side and/or the rest of the land being ignored. It would also open the door to timing war, only to take tech. So I simply propose that, at war, you're national focus switches to military, and at the end of the war, it goes back to how you set it before.

National Focus (a) is a DLC feature (b) is intended to be used, in principle, to mitigate the weakness (or double down on the strength) of your ruler (c) is one of the rare occasions where Paradox have seen fit to improve the player's agency under monarchic government.

I could see being at war giving a +1 bonus to monthly military power, but even with restrictions (say as long as war exhaustion is under a certain value) that this wouldn't be overpowered or abused.

I disagree. Wars before the world wars of the 20th century were hardly total wars. Maybe Napoleonic wars to some extend, but for most of the EU time period countries were fighting small border wars almost constantly. It didn't really affect the nations merchants, innovators, administration and such. Sure, taxes were levied and men drafted, occasionally armies looted and pillaged settlements, but other than that wars didn't really consern civilians. So, no for extra military focus in wars.

1) Nobody cares if it is realistic, gameplay is the most important
2) Focus onwar switch would slaughter the entire mechanic of national focus
3) When I have ears I usually already have updated miltech and switch focus to adm/dip for other needs
4) Especially coring and demands

The national focus and monarch points in general are too abstract to represent this. Furthermore, one doesn't actually use significantly more military MP during wartime than during peacetime (military tech and ideas use vastly more MP) so it doesn't really accurately measure your military preparedness either. Lastly, the difference caused by the national focus during most wars is going to be fairly minimal, most likely no more than a few dozen MP, so it would probably feel more like a lame gimmick than an actually meaningful mechanic.

I suppose there could be a CK2 like thing where you get mil tech points from combat. But to compensate we would also need ways to make extra adm or dip points (or an extra mil point sink.)
