Playing as Saxony I discovered that the event that starts the Viking Age in theory only gives free shipyards in the provinces of Norse culture, but in practice do not occurs in the provinces of Norse culture that are not under a lord of Norse culture.

I suggest that the event also give free shipyards in Norse culture provinces governed by a lord of Germanic faith, since it does not seem logical that controlling Denmark with Germanic-Norse vassals were not give shipyards.
