Did they change the support independence mechanics? Recently started a couple of holland games and countries that would have supported it in previous patches were at -1000 reasons.

The Neutrality issue has been reported as a bug, it'll be fixed.
For now, don't play a Junior or Vassal unless you can break free alone... so pretty much Lith, Sweden and Naples are the only really viable juniors to play for now.

Holland is fine too unless the inheritance doesn't trigger or Austria just doesn't feel like beating Burgundy up at all, as either the former or the latter (through being liberated in the peace deal) should set you free.
