change government for created country

i have just created a new country and followed the instructions on Havards hoi hacking haven, and everything just works fine. There is just one thing my new created country has an Paternal Autocrat as government. And i would like to change that in wich file can i change that????or is it possible????
anyway i would be very glad if somebody could help me

The government type is determined by the head of government. So see the minister files for that.

Yes, I would guess that you have not created a minister file yet. The game seems to use PA as the alignment for undefined ministers.
