It is a general class I would say. Like sovereign or ruler - but with more flavour then ruler.

Or maybe Primarch, like in mass effect. I also really like Star Emperor or Celestial Emperor. Also any of the Imperators though personally that's to military. Do we know if there is more than 1 upgrade to the government rank? Cause then we can add more stuff in, and honestly having more ranks makes sense to me

Primarch was just the head of the military, not the government, if I recall correctly.

oh come on, guys it's a Dune reference, plus it just seems weird that (so far) all other advanced governments have different titles. My reasoning is this the despotic empire-star empire governments give bonuses to slave labour (which can be equated with serfdom since you cant actually trade them) the only feudal like universe I know of is Dune, I think it's a good way to give it some flavour.

Warhammer 40k is also feudal, and has some similar elements (aversion to AI, for example).

Feudalism implies a distinct lack of Bureaucracy something the Empire has plenty of, but I get your Point the Empire is pretty feudal (if not more than the Dune empire), I went with Dune because "God-Emperor" is already in the game and Padishah Emperor has a nice ring to it.

Thing is The Turian Hierarchy isn't a dictatorship, more-over there is more then one Primarch. Though I imagine that being the capital of their empire, the Primarch of Palavan has the most influence and authority.

few ones aren't matter that much, customize titles would be a really good option and i also want to be able to change my nation name(for example: The Earth Federation change to Socialist human republic)
