I think the point is that since Star Empire is an upgrade from Despotic Empire the name should be different (because all the other advanced empires have different titles for their rulers).
If you had to have different titles for the two, I'd be inclined to go with something like 'Star Emperor' or 'Galactic Emperor' for the Star Empire. I'm not sure if it's strictly necessary, but at least they sound appropriately weighty.

I think 'Galactic Emperor' is what the formal title actually was in Star Wars?
In any case, of all options, if we were to change it, I'd pick this. Star and Space Emperor are quite fitting even from day 1, but Galactic Emperor kind of implies that you've got design on the Galaxy as a whole, and you're in a serious position to pursue it.

Galactic Emperor is from the Foundation series, actually. There is no way these titles haven-'t been used in one or other science fiction setting, so I think that Padisah Emperor is maybe the most exotic and sofisticate sounding.

No, this won't work. You need 1000 development to upgrade to Empire rank, and there is no numerical development mechanic in Stellaris

You already have enlightened monarchy-irenic monarchy so King and/or High King may already be taken.

I like this idea. If Transcendent Empire can have God-Emperor, no reason why Star Empire shouldn't have Padishah-Emperor. Its sufficiently "grand".

It kind of seems like Emperor-Emperor to me, or GrandDuke-King. A weird pairing of equals.

Imperator Rex ( I know it doesn't make sense) Galactic Emperor sounds good to me though. Or just the plain old Emperor.

Just make the starting title King and then upgrade it to Emperor.
Emperor is a bit grandiose for a title you just start the game with, anyway. I mean the Spiritualist version starts out as prophet and doesn't get to be a God-Emperor until later, so the secular version should have to work up to Emperor as well.
