The republic of Ragusa was a merchant republic around the city of Dubrovnik in modern Croatia. Wikipedia lists the official language of the republic as Latin at first, and later on Venetian. Since Latin is not an option ingame, change the religion of the republic of Ragusa from Croatian to Venetian, while keeping the province itself Croatian, and accepting Croatian culture in the country. This will represent the Italian merchant elite who ruled the country.

Bonus: currently the province of Ragusa will be named Dubrovnik when owned by Ragusa, but will be renamed to Ragusa when conquered by any other tag existing in the 1444 start. With this change, the city will be named Ragusa, also when owned by the republic of Ragusa. (When owned by Croatia, it should still be Dubrovnik)

I would advocate for this only if there is no possibility of getting Dalmatian culture in the game. I have made a case for Dalmatian before, but if the devs feel like it would be a bit of a stretch to include, then Venetian would be the next best thing I guess.
