Whenever an emperor must pick a new elector he chooses a small insignificant one that probably likes him.
While in reality it wasn't just emperor who could pick anyone to become elector.
The original 7 electors were the most important secular and religious states in Germany.
Later additions such as Bavaria and Hanover were also one of the largest.
So probably in the game emperor must have some bad consequence (e.g. lose imperial authority) if he chooses someone who is not expected to be an elector by imperial estates.
