This is based on some comments regarding changelogs that were made during the PDXCon interview with AngryJoe.
Basically, I think it might be a good idea to break up the patchnotes into three broader categories, each of which would contain all of the current categories (as appropriate) as subcategories. Those overarching categories would be "Patch", "Upgrade", and "DLC". The Upgrade category would contain all of the free features that would be added to the game with the new version, while the DLC category would list all of the added or altered features that require the purchase of a DLC. The Patch category would list all of the balance changes and bugfixes.
By breaking up the changelog like this, it would highlight the added features that are being given for free, which often receive less attention than those that require purchase of a DLC, and do not usually get the spotlight of dev diaries.
